Turns out though that the Russian love affair between Volga’s and BMW’s has been running on quite a few years as this customized Volga 21 RCM proves. Manufactured in 1997 by El Motors, the retro-fashioned 21 CPM is based on a 1994 E36 BMW M3 powered by the first gen 286Hp strong 6-cylinder 3.2.
